Vice President Jessica Alupo has issued a firm warning against corruption and inefficiency, calling for discipline, accountability, and results-driven leadership as Cabinet ministers undergo induction at the National Leadership Institute (NALI) in Kyankwanzi.
Addressing ministers and permanent secretaries, Alupo emphasized that the new Cabinet carries a heavy responsibility to deliver on national expectations, stressing that public office demands measurable performance and strict adherence to government priorities.
She expressed gratitude to President Yoweri Museveni for entrusting her and the new Cabinet with leadership roles, pledging that the government will not betray public trust.
Alupo congratulated the President on the formation of the new Cabinet and pointed to the recent State of the Nation Address and National Budget Speech as key policy milestones shaping Uganda’s development trajectory.
The Vice President described the ongoing 10-day induction programme as a critical process for equipping leaders with the technical and administrative skills required for effective service delivery and governance.
Reaffirming government priorities, she committed Cabinet to the implementation of the National Development Plan and the 2026–2031 development framework, which aim to steer Uganda toward upper middle-income status through sustained economic transformation.
She issued a clear warning against corruption, delays, inefficiency, and complacency, insisting that all government programmes and presidential directives must be implemented without hesitation or deviation.
Alupo highlighted priority sectors including agro-industrialisation, tourism, science and innovation, value addition, export promotion, and import substitution as central pillars of Uganda’s economic strategy.
She also reaffirmed continued government support for flagship initiatives such as the Parish Development Model (PDM), Emyooga, the Women’s Fund, and Youth Livelihood Programme, describing them as key instruments for boosting household incomes and financial inclusion.
Closing her remarks, Alupo urged ministers to work in unity and embrace collective responsibility in delivering Uganda’s development agenda.
“We are fully committed to delivering the National Development Plan and achieving Uganda’s transition to upper middle-income status,” she said.
