Gen Salim Saleh Breaks Silence on Busabala Wetland Demolitions, Denies Hotel Ownership Claims

The Chief Coordinator of Operation Wealth Creation (OWC), Gen. Caleb Akandwanaho alias Salim Saleh, has dismissed claims circulating on social media that he colluded with the National Environment Management Authority (NEMA) to demolish homes in the Busabala wetland.

The allegations emerged from a viral TikTok video in which a resident accused NEMA of working with Gen. Saleh to evict residents and pave the way for developments allegedly linked to him.

In a strongly worded response, Gen. Saleh categorically denied owning the hotel mentioned in the accusations and distanced himself from any involvement in the disputed property. He urged the public to verify facts before making allegations, warning against spreading misinformation through social media platforms.

In a handwritten statement dated June 6, 2026, Saleh questioned attempts to link private property disputes to broader political and racial narratives. He also hinted at forthcoming public disclosures regarding ownership of properties within the Greater Kampala Metropolitan Area, including assets associated with entities such as the Uganda Land Commission, Kampala District Land Board, and National Housing and Construction Company.

The OWC chief reiterated that while Ugandans have a constitutional right to freedom of expression, that freedom should be exercised responsibly and based on verified information.

His remarks come amid ongoing NEMA operations targeting illegal encroachment on wetlands around Kampala, where authorities have intensified enforcement efforts to protect environmentally sensitive areas.
