Justice Moses Kazibwe Sworn In as Deputy Chief Justice as Museveni Hails Judiciary Reforms

President Yoweri Museveni has officially sworn in Justice Moses Kawumi Kazibwe as Uganda’s new Deputy Chief Justice during a ceremony held at State House Entebbe earlier today , marking a significant milestone in the country’s ongoing judicial transformation.

During the event, President Museveni praised the Judiciary’s recent progress under Chief Justice Flavian Zeija, highlighting efforts to combat corruption, promote alternative dispute resolution mechanisms, and accelerate the digitization of court services.

The appointment fills the vacancy created earlier this year when Justice Zeija was elevated to the position of Chief Justice.

In his remarks, Museveni reflected on the challenges that historically plagued Uganda’s justice system, including corruption, delays in case disposal, and an over-reliance on technicalities that often hindered the delivery of justice.

The President commended the Judiciary’s current direction, noting a growing focus on integrity, substantive justice, and faster resolution of cases aimed at restoring public confidence in the legal system.

Video footage from the ceremony captured Justice Kazibwe taking the oath of office, formally assuming one of the country’s highest judicial positions.

The swearing-in underscores Museveni’s long-standing push for reforms within the justice sector, a key component of his broader vision to build a more efficient, transparent, and trusted Judiciary since taking office in 1986.

Justice Kazibwe now joins the leadership of the Judiciary at a time when reforms aimed at improving access to justice and enhancing public trust remain a national priority.
